Project Overview
Actron Global delivered execution-led commissioning, piping, and start-up support for Técnicas Reunidas’ landmark Clean Fuels Condensate Plant at Ras Tanura Refinery. The programme supported the plant’s safe transition from construction to operation and contributed to achieving a 75% reduction in CO₂ emissions compared with conventional crude oil refining.

Project Context
Saudi Arabia’s largest refinery required a specialised clean fuels condensate plant capable of producing lower-emission transportation fuels from natural gas condensate.
The programme demanded disciplined execution to deliver a step-change in environmental performance while ensuring a seamless transition from construction through commissioning and start-up. Key challenges included integration of complex piping systems within an operational refinery, adherence to strict safety and quality standards, and progression within a demanding schedule.

Actron Global was appointed by Técnicas Reunidas to deliver execution-led commissioning and start-up support for the clean fuels condensate plant.
Our scope covered commissioning coordination, structured system verification, and controlled start-up readiness. In parallel, we progressed piping completion works including prefabrication, installation, supports, tie-ins, testing, and pre-commissioning activities.
Delivery was underpinned by rigorous safety controls, disciplined quality verification, and structured commissioning workflows aligned with refinery operational requirements. Systems were progressed methodically through testing and validation stages to ensure stable, controlled plant performance from first operation.
The Outcome
The clean fuels condensate plant at Ras Tanura Refinery was commissioned successfully and achieved its environmental objective of a 75% reduction in CO₂ emissions compared with conventional crude refining.
The facility now produces cleaner transportation fuels with improved energy efficiency, operational reliability, and long-term performance.
