Project Overview
Actron Global delivered construction completion, pre-commissioning, and start-up support for Saudi Services for Electro Mechanical Works (SSEM) on the Yanbu Distribution Hub project. Over a twelve-month programme, we supported both brownfield and greenfield scopes, enabling the safe and structured progression of the hub into operational service.

- Construction completion across civil, structural, mechanical, piping, electrical, and instrumentation disciplines
- Pre-commissioning and system verification

- Brownfield upgrades at Yanbu Refinery, Samref Refinery, Yasref, and the tank farm corridor
- Greenfield construction of the Yanbu Distribution Hub, including storage tanks and pumping systems
Project Context
SSEM was delivering a complex programme comprising brownfield upgrades within live refinery environments alongside the construction of a new greenfield Distribution Hub in Yanbu.
The brownfield scope required careful execution across operational refinery sites, including Yanbu Refinery, Samref Refinery, Yasref, and the connecting corridor to the tank farm. In parallel, the greenfield scope involved the integration of fourteen storage tanks, high-capacity pumping systems, and pipeline connections supplying product to storage facilities in Jeddah and Mecca.
Across all areas, multiple discipline packages required disciplined construction completion, structured pre-commissioning, and safe start-up under demanding safety, quality, and schedule controls.

Actron Global Solutions was engaged to deliver integrated construction completion and pre-commissioning support across the full project scope.
Our multi-disciplinary execution teams progressed structural, piping, electrical, and instrumentation works through final completion, supported by coordinated civil and mechanical close-out activities. Systems were systematically prepared for operation through structured verification, testing, and controlled start-up sequences.
Delivery was coordinated across both brownfield and greenfield interfaces, with emphasis on constructability-led sequencing, efficient site practices, safe energisation, and energy-efficient commissioning methods to support long-term asset performance.
The Outcome
The project was successfully completed within the twelve-month programme. Construction completion was achieved across all packages, followed by structured pre-commissioning and start-up of the Distribution Hub and associated facilities.
The storage tanks, pumping systems, and pipeline connections are now fully operational, supporting reliable product distribution across the region. The project demonstrates Actron Globals’ capability to manage complex brownfield and greenfield interfaces and deliver disciplined transition from construction to operation within demanding industrial environments.
